L'Union européenne ne peut simplement jouer un rôle de pompier ou de
médiateur dans une crise externe qui aujourd'hui menace gravement
l'économie européenne.
Cette proposition fait partie du mémorandum que le Forum présente pour la prochaine législature européenne 2009-2014. Ce mémorandum est adressé aux partis politiques européens en vue de la prochaine campagne législative et au trio Espagne-Belgique-Hongrie en vue de l'élaboration de leur programme commun pour les présidences 2010-2011. Pour le Forum, il est crucial que la société civile puisse coopérer avec l'UE afin d'accélérer la transition vers une "nouvelle économie" et "un nouveau rêve européen". Mais, les systèmes de gouvernance actuellement en place sont inadéquats et, plus encore, inaptes à "relancer la capacité d'innovation de l'Union". La situation à l'intérieur de l'UE et la situation internationale requièrent de "réfléchir autrement", d'explorer de nouvelles approches, si nous voulons répondre aux défis du XXIème siècle, surmonter les crises internes (comme le Traité de Lisbonne) et faire face à celles qui concernent la sécurité de l'UE. Le Forum propose "14 champs d'innovation" qui concernent tant les mécanismes d'adoption d'un nouveau traité que la crise énergétique, tant l'économie-casino que le rôle des Régions dans l'UE, tant les relations de l'UE avec ses citoyens que ses relations avec la Russie. |

an urgent regulation
of the financial system!"
The
European Union can not simply act as a fireman or a mediator in an
external crisis that today seriously threatens the European economy.
This proposal is part of a memorandum that the Forum presents for the next European Parliament 2009-2014. The memorandum is addressed to European political parties for the next legislative campaign and to the trio Spain-Belgium-Hungary to develop their common agenda for the presidencies 2010-2011. For the Forum, it is crucial that civil society can cooperate with the EU to accelerate the transition to a "new economy" and "a new European dream". But governance systems currently in place are inadequate and, even more, unable to "relaunch the innovative capacity of the Union". The situation inside the EU and the international situation require "to think differently", explore new approaches, if we are to meet the challenges of the twenty-first century, overcoming internal crisis (such as the Treaty of Lisbon) and deal with those concerning the security of the EU. The Forum proposes "14 fields of innovation" which are both mechanisms for adopting a new treaty and the energy crisis, both the casino-economy and the role of the Regions in the EU, the relations of the EU with both its citizens and with Russia. |
